森林生态效益财政补偿问题的探讨

简要介绍了森林生态效益财政补偿的由来,通过分析说明我国现行的财政补偿尚存在补充标准单一、补偿标准偏低等问题,提出了应扩大补偿基金规模并实行有差别的补偿标准政策,还提出应加大各级地方政府建立补偿基金的力度与开征生态税等建议。

This paper describes the origin of financial compensation of the forest ecological benefits. The analysis shows that China＇s current financial compensation complementary standards still exist a single and low compensation Standard. Should be expanded to the size of the compensation fund and implement a policy difference between the compensation standards, also proposed the establishment of local governments at all levels should increase the intensity of the Compensation Fund and the introduction of eco-taxes, and so on.
