The Control of Democracy——A Comparison of the Ideas of Constitutional Government by Constant,Tocqueville and Mill

自19世纪民主在宪政体制内表现为一种制度以来,西方宪政思想的主题就从防止个人专制独裁问题转变为如何防止多数专制的问题。作者以19世纪的三位自由主义宪政思想家贡斯当、托克维尔和密尔为分析对象,主要考察他们有关控制民主的思想。

Since democracy was established as an institution in the constitutional government system in the 19th centmy, the major theme of the Western constitutional governance had changed from prevention of dictatorship by the individual to prevention of dictatorship by the group. This paper examines the ideas of democracy control by Constant, Tocqueville and Mill, three great thinkers of liberalism in the 19th century.
