新农村建设是全面建设小康社会的重要步骤,此项工程的高效实施需要新思路和新策略,各项工作需要落到实处,为此需要围绕以下几个方面展开工作:将传统农民变为新式农民,各方面的素质要发生质的变化;基层领导的思维方法新,用独到的视角发展经济;农村经济发展的模式新,不能盲目复制其他地方的成功做法;农村的经营策略新,要多条腿走路;发展农村经济的主体新,农民成为农村致富的生力军;运作农村经济的制度新,要给基层干部戴上紧箍咒;农村文化新,进行健康向上的农村文化建设;引导农村经济发展的观念新,不能像雾像雨又像风。
