The Exclusion and Re-exclusion in Inclusive System:Theoretic and Practical Dilemmas Analysis on Current MLSS in Urban China

进入转型期后中国的城市贫困救助制度改革取得了不小的成绩,但在制度的设计和运行中仍存在各种各样的问题。这些问题的存在与救助理论中尚未得以解决的困境不无关系。文章探讨了救助理论中存在的困境,这些困境在我国实践中表现出的具体问题,并提出解决这些问题可采取的政策建议。

After China entering its transition period, Chinese public assistance system has been getting great achievements. However, there are some problems still unsettled with respect to system design and implementation, which are connected with theoretic problems being discussed. The task of this article is to discuss and analyze synthetically and systematically what the theoretic problems are and what practical problems with regard to MISS are. In the last part, the author gives some possible, feasible and constructive resolutions to the problems.
