解读《天然气利用政策》

AN EXPLANATION ABOUT THE NATIONAL POLICY ON NATURAL GAS UTILIZATION

随着我国经济和社会的持续快速发展,天然气需求量激增,为缓解天然气供需矛盾、优化天然气使用结构、促进节能减排,2007年8月30日,我国第一个《天然气利用政策》经国务院批准正式颁布实施。认真解读并严格执行这一政策,对我国天然气市场健康有序发展具有重大意义。从《天然气利用政策》出台的形势和背景入手,详细分析了政策的目的与意义、核心与关键,预测了政策的实施对天然气市场的影响,进而指出:政策将会随着环境和市场的变化而修正,结合我国天然气供应前景,可以断定:调整或取消《天然气利用政策》中的某些规定和限制只是时间问题。

The demand for natural gas surges on the rapid development of Chinese economy. In order to resolve the conflict between supply and demand for natural gas, to take good advantage of natural gas in more reasonable way, and to save more energy and reduce pollution, the National Policy on Natural Gas Utilization, authorized by the State Department, was first officially issued and executed in China on 30 August of 2007. It is useful for us to understand well the Policy so as to perform strictly under the regulation of this Policy, which will contribute a lot for natural gas market developing properly and stably. Therefore, starting with the situations and background under which how this Policy was coming on, this paper analyzed in detail the purpose, significance, and essential points of this Policy, and predicted what effects this Policy should have on natural gas market. This paper also suggested that this Policy should be modified by the change of environment and market, and pointed out that if taking into account the potential of gas supply, to adjust some points of regulations or to abolish some restrictions on gas utilization is simply a case of time.
