政府主导型会展模式研究

THE RESEARCH ON CONFERENCE AND EXHIBITION MODEL UNDER GOVERNMENT LEADING

对政府主导型会展模式研究主要从三个方面展开论述,即国际会展发展模式分析、政府主导型会展与其他会展发展模式的比较分析和政府主导背景下的业态分析。分析认为,政府主导型会展发展模式在表达会展经济特征中的"城市助推器"、"城市面包"、改善城市公共服务体系特别是迅速形成产业规模和市场规模有着其他会展发展模式无法企及的作用。基于我国会展产业仍处于发展初期,全面采用这一模式对我国会展产业的健康发展有着十分重要的现实意义。采用垂直管理体系是这一模式优势最大化的重要保障,是我国会展产业发展的最佳途径。

Conference and exhibition industry is the pillar industry of modem service and trade industry, and the successful experience of various countries in the developing patterns is worth learning. This paper discusses from three aspects, namely, the international conference and exhibition development model analysis, the government-dominating conference and exhibition development model analysis with other comparative and background analyses of the government- dominating within the industry. This paper has identified four patterns of developing the industry from the research, which include market-dominating type, association-dominating type, government-dominating type and government-market-dominating type. Through analysis, this paper considers that the government-dominating development model is the expression of the economic characteristics of the conference and exhibition industry as ＂City boosters＂, ＂City bread＂. Its function in the improvement of the urban public service system, especially the rapid formation of the scale of the industry and the size of the market has no other contested development model. Based on the analysis in the government-dominating conference and exhibition industry, the full implementation of this model on China＇s exhibition industry has a very important practical significance for its healthy development. It is an important guarantee to use a vertical management system to maximize advantages of this model, and that is the best way for China＇s exhibition industry development. While analyzing the countries in which the government-dominating model is used, the author has found out that the conference and exhibition industry in some typical countries is respectively characterized by the regional economy and culture background. Three models have sprung up and they include：German model （government - as - a- bridge）, Singaporean model （government-advancing）, and Korean model （govemment- boosting）. Through analysis, The author reckons that, when the government-dominating model is being carried out, the following three factors should be paid attention to. integrality and maneuverability of the system, the extent to which government is involved and the level of governmental public service. During the process of research, The author proposes that vertical management should be the crucial guarantee for the optimization of it, and it should be the best way of developing our conference and exhibition industry. Also, the author found out that, with the further development of market economy in China, the government-dominating model of conference and exhibition industry will be challenged by the relatively developed region of eastern China first.By the trend, government-market-dominating model will probably be the developing way of this region.
