机场时隙分配方法研究

摘要 随着民航运输业的飞速发展,机场时隙作为民航的稀缺资源的合理利用显得非常重要。结合当前国内外民航实行的机场时隙分配方法,分析我国当前时隙分配存在的普遍问题,通过对国内外机场时隙分配方法的深入研究,将其归纳为非价格方法、完全价格方法和半价格方法三类;在此基础上将各种时隙分配方法进行定性分析和比较,首次提出了在市场化条件下拍卖法是合理分配机场时隙方式;针对我国机场时隙分配特点和历史经验数据,运用层次分析法进行了定量检算,证实了拍卖法是最优的机场时隙分配方法;结合拍卖法实行机场时隙分配对市场化的要求,提出了解决问题分三步进行的建议,对合理分配机场时隙有一定的实际参考价值。 As the development of civil aviation, utilization of the scarce resource, the airport slots appropriately is becoming more and more important. Combining with the domestic and international executive way, the study analyses the common problems of distributing airport slots. The research reduces three ways which are no-price, absolute price and half-price. On the base of qualitative analysis and compare, Auction is bring forward appropriate mode of distributing airport slots under marketable condition for the first time. Aiming at the characteristic and history data, AHP is used to quantify and approves that the auction is best way to distribute the airport slot. Combined with the market request to implement, three steps are advised to solve the issue. The conclusion of research can be consulted.
