比起惩罚犯罪人来说,矫正犯罪人是一项更为复杂的系统工程,仅靠刑罚执行机构难以胜任。市民社会参与刑罚执行,有利于扩大和延伸政府能力,有利于犯罪人顺利再社会化,有利于发展多元化犯罪控制模式。

Comparing with the punishment of crininals, the rectification of criminals is a more complex systematic project, which is hardly competent by the enforcement organs. Civil participation in the implementation of crucifixion is beneficial to the expansion and amplification of government capability, to the smooth reentrance into society by the criminals, and to the development of mode of pluralism in crime control.
