本文从技术的发展说明使地球变小,而信息化又使地球趋平(因为经济和数字鸿沟还存在,还不能使所有人共享)。信息化有一些特征,虚拟技术和物理实体需要有正确的紧密结合。信息化正在促进国际化、全球化的步伐。在当前国际国内竞争激烈,合作的条件和方式也日益多种多样,要充分利用有利环境努力进行全方位创新。要注意每项"创新"的生命周期。另从信息技术和信息社会发展的角度来说明如何更好地发挥信息化的作用。

The paper states the earth approaches to fiat （because of existing barriers of economy and digital divide） from techenical developing point of view. Informatization has some characteristics such as virtual techeniques should be correctly combined with physical substances. Informatization promotes international and globalization and trans versa. Now, it has stronge domestic and international competitions between enterprises, but on the other sides, coorperations have more space so that we always can get win to win results between both sides or multiple sides. It is very important that un- der the profitful environment how to create useful innovation in multi-directions. We should notifiy the life cycle of every innovation. Then, discuss under the progressive of IST and information society how to expand the action of informazation.
