摘要
我国基础教育"重点校"政策是社会经济非均衡发展战略在教育中的体现。"重点校"政策在推动部分学校教育质量提高的同时,也扩大了城乡间、学校间在资源配置和教育质量上的差距,导致了教育公平的缺失,使得基础教育群体间入学机会不公平,尤其接受优质教育不公平。应从制度入手,推进教育管理制度、教育人事制度、教育财政制度的改革,缩小基础教育校际差别,逐步取消"重点校"政策,使公众享受到较为公平的教育。
The Policy of "key schools" in Chinese basic education is the reflection of social economic non-balanced development strategy in education. The policy of "key schools" has improved educational quality of some schools. At the same time, it has also widened the gap between urban and rural areas and that between different levels of schools in resource allocation and educational quality. Therefore, the policy of "key schools" has led to the lack of educational equity and the unfairness of enrolment opportunity between the basic educational groups, especially the inequity to receive education of high quality. We should gradually call off the policy of "key schools", beginning with the system and pushing forward the reform of educational management system, educational personnel system and educational finance system to reduce the difference between the schools in basic education, so as to make the public enjoy comparatively fair educational service.
