天然气开采引发灾害风险的防控管理问题初探

Preliminary study on the problem of preventing and controlling management of disaster risk triggered by natural gas exploitation

天然气开采属于高危作业,涉及到众多致灾风险因素,极易在天然气开采地区引发灾害事故,并可能造成不可估量的损失。本文根据天然气开采引发灾害风险的特点,设计了灾害风险的防控管理的基本流程,并初步分析了天然气开采项目中灾害风险管理人员的设置问题。

Natural gas exploitation belongs to high-risk operations, which involves many disaster-caused risk factors and is easy to trigger disaster accidents in the area of national gas exploitation, and maybe causing an incalculable loss. According to the characteristics of the disaster accidents triggered by natural gas exploitation, the paper designs the basic procedure of preventing and controlling management about the disas- ter risk, and preliminarily analyzes the problem of personnel arrangements for managing disaster risks in the item of natural gas exploitation.
