The characteristics of the modified water-soluble polyurethane adhesive and the factors which influence its application are introduced as well as some modification methods. Combined with the working experience, it is concluded that the final aim of developing modified water-soluble polyu-rethane adhesive is to replace the widely - used two - component solvent polyurethane adhesive which causes pollution, and it is also the development direction of the water - soluble polyurethane adhesive. The adhesive which is good application must possess the following three elements： （1） different properties according to various applications; （2） good properties of coating and film-forming; （3） good stability in water.
