在明确了参与土地利用规划过程中公众概念的基础上,根据公众对规划的关心程度和影响力的大小,对参与的公众进行分析并将其分成4类,选定了公众在土地利用规划过程中的位置。通过分析,形成了公众参与土地利用规划内容和阶段定位的系统方法。

Firstly, the concept of the public in the land use planning process is defined. Secondly, according to the degree of interest in planning and the influence of the public, the participation public are divided into 4 categories. The first category is higher degree of interest and a stronger influence. The second category is higher degree of interest but weaker influence. The third type is lower degree of interest and weaker influence. The forth type is lower degree of interest but stronger influence. Finally, the public are put in the right place in land use planning process. A system method of public participation in the right contents and stages of land-use planning is formed by analysis above.
