摘要研究排污权交易演进的内在规律,探讨科学、有效交易应具备的基本条件,对于我国低成本地建立高效排污权交易制度具有现实意义。从排污权交易制度经济学分析的基础上利用"埃奇沃斯盒形图"研究排污权交易制度有效性评价指标体系的构成,构建的排污权交易有效性评价指标体系应涵盖了4个层面,最后运用规范的模糊综合评判法,对排污权交易有效性进行评价,为建立排污权交易制度有效性评价标准提供思路,并期望能对我国排污权交易制度的建设有所裨益。 Studying the inherent law of emission trading, discussing the basic qualification of scientific and effective trading will be of realistic meanings to set up Chinese Emissions Trading at low cost but high efficiency. This paper studies the constitution of emission trading evaluation index system which includes four aspects from economic basis of emission trading policy and the way of Edgeworth box chart. It applies Fuzzy evaluation, introduces the way which can evaluate and analysis the efficiency of emission trading, and provides ideas in setting up Chinese evaluation rules about emissions trading policy, and do some helps in constructing Chinese emissions trading policy.
