摘要
石油产业规制的改革,既是顺应石油产业市场化改革的需要,也是新时期国家转变管理职能及方式在石油产业领域的创新,其内容包括:加快石油天然气立法,规范政府规制行为和石油企业运营;建立独立的规制机构并确定其法律地位和法定权力;合理分割自然垄断性业务和非自然垄断性业务,实行区别对待的规制政策;实现从传统方式激励性规制的转变;建立高效率的价格规制体制。
The regulation reform of petroleum industry is result of market oriented reform, is also result of change of country＇s management function and mode in petroleum industry. The paper explained the definition of regulation of petroleum industry firstly, and then summarized some policy advice about regulation reform of petroleum industry, based on analyzing status quo of regulation of petroleum industry.
