A Strategy to Construct Metropolis-group and Its Counter-measure

积极建设大城市群既是顺应我国地理国情的需要,也是解决人口与发展问题矛盾,解决可持续性发展问题,解决区域经济发展不平衡,建设和谐社会等问题的需要。建设大城市群的措施在于走出认识误区,重点建设超级城市与巨城市;重新修订相关法律,改变政府职能,建设服务型政府;改革户籍管理制度,扩大社会保障的面与深度。

Metropolis-group construction is conducive to the settlement of population and sustainable development, in balance of regional economy as well as harmonious social construction. Efforts should be focused on building super and mega-cities, revising relevant laws, shifting government function to a service-oriented one, reform of census registration and including more citizens into the social security system.
