中国农村养老保险制度演化路径的“解锁”探析

The Analysis of China's Rural Pension Insurance Development and the Improvement on the Pension System

中国农村养老保险制度长期闭锁于家庭保障和土地保障的内生性惯例演化路径,已经无法适应当前农村经济发展与社会发展的要求,必须对其演化路径进行解锁。文章提出从外生性制度与内生性制度彼此互相配合角度化解其演化路径锁定状态的思想,完善现有农村养老保险制度,建立符合现代文明、体现社会公平与公正的新型农村养老保险制度体系。

In China,the rural old -aged insurance excessively depends on family insurance and land insurance, which can not meet the demand of present rural economic and social development requirement. The authors put forward the thought of coordinating the endogenous and the exogenous institutions, the new style rural insurance system which accords with modem civilization and embodies social fairness and justice.
