近年来,我国民间环保社团在组织及从业人员的数量上呈现递增的趋势。作为民间社团的一种,民间环保社团属于政府和市场之外的第三类社会生活空间,它能有效弥补政府和市场在解决环境问题上的"失灵";同时,作为一种正式的制度安排,民间环保社团又必然具有制度安排本身特有的激励和约束功能。

In recent years, civil environmental protection organizations present increasing trend in the amount of organization and employee in China. As a kind of civil organization, the civil environment protection organizations belong to the third social activities space out of the government and the market,so they can make up for ＇ government failures＇ and ＇market failures＇ effectively in resolving the environment problem. In the meantime, as a kind of formal institutional arrangement, civil environmental protection organizations also have inspiring and constraining functions which belong to institutional arrangements themselves.
