信赖保护原则无论在大陆法系还是英美法系,无论在理论上还是实践中,均有丰富的内容,成为行政法的一项重要原则。顺应宪政建设的需要和实质法治的发展潮流,我国应当在制定并实施蕴含信赖保护精神的《行政许可法》基础上,进一步加强信赖保护原则理论研究,并将其落实为一系列可以具体适用的制度。

The principle of trust - protection has profuse content and it is a fundamental principle in Administrative Law either in continental law system or in Anglo - American law system, and either in theory or in practice. To meet the demand of Constitutional construction and the development trend of essential rule of law, China should constitute and implement Administrative License Law which includes the principle of trust -protection,enforce the research on the principle of trust -protection, and make it into a series of system in practice.
