Along with the development on a large scale of the urban rail transit system, investment control has become a vital issue confronting the designers. The investment control over urban rail transit projects should run through the whole process of the implementation of the project. Only by doing so can the optimum resuits be obtained of investment control. This article performs an analysis mainly on the chief measures in terms of organization, management, economics and technicality in the various phases of the project in a bid to shoot the target of investment control.
