摘要
随着计算机和网络技术的迅猛发展,多媒体技术开始越来越深刻地影响以致改变我们的生活、工作和受教育的方式。视频技术是多媒体技术的重要组成部分,高效优质的数字视频压缩技术对于多媒体技术的普及是不可少的。已有一些数字视频压缩标准被提出并被广泛应用,本文实现的是ITU最新提出的适用于目前话音线路的极低码率视频压缩和解压缩算法,该技术适合于电话线路上进行的视频电子会议及其它一些相关应用。
Digital video codec(coder and decoder) algorithm plays a key role in the multimedia technology. Some relevant international standards are prompted and widely used. However,most of them produce bitrate over 64k bits/sec which is unable to be transmitted over telephone line. The codec algorithms prompted in this paper are based on the newly drafted H. 263 standard of ITU,they enable the transmision of at least 8 frames/sec video under the bitrate of 28. 8k bits/sec,and can be used for the implementation of teleconference over normal telephone line as well as other relevant application.
