苏联宪法和社会保障法强调全体公民平等享有社会保障权利。社会保障待遇方面的平等,是苏联社会保障制度追求的目标。由于经济、社会等各种原因,在苏联社会保障制度实践中存在保障范围和保障待遇等多方面的差别。

The Constitution and social security system of the Soviet Union stresses that all citizens have the right of social security. The treatment in equality of social security is the target of the Soviet Union＇s social security system. There are some differences in scope and treatment in virtue of the economy, society, and so on.
