影响民用运力国防动员比例的因素探析

摘要 分析了我国民用运力发展状况,探讨了影响民用运力国防动员比例的主要因素:需求预测、运力结构、动员潜力、动员准备、国民经济必保运输及持续动员需求等七个方面。总结提出了运力类型的结构比例和区域运力动员比例的优化方法。对开展民用运力国防动员工作具有积极的指导和借鉴意义。 On the basis of analyzing the development of the civil transport capacity in our country, a study is made of the seven main factors in the paper that have an effect on the civil transport capacity proportion in national defense mobilization: prediction of requirements, capacity structure, mobilization potential, mobilization provision, required transportation in national economy and sustained demand for mobilization capacity, etc. , with the optimizing methods for the structural proportions of different transport capacity types and regional transport capacity mobilization proportions put forward and summed up. The outcome of the analysis is of great importance in guiding the mobilization of civil transport capacity in national defense mobilization.
