农业规模化经营现存问题的实证分析和对策研究:以河南省为例

AN EMPIRICAL ANALYSIS OF THE PROBLEMS CONCERNING AGRICULTURAL SCALE OPERATION IN HENAN PROVINCE AND COUNTERMEASURES

以农业规模化经营的概念界定为起点,运用规模经济理论和实证数据从农业生产和农业产业化两方面对河南省农业规模化经营的现存问题进行了实证分析。并在此基础上提出了相应的对策措施,提出通过建立土地流转管理机构、建立土地流转中介机构、加快农村城市化建设、建立健全相应的法律法规等措施促进农业生产方面的规模化经营;通过促进农业一体化经营、建立健全利益机制、提高农产品科技含量、壮大龙头企业规模等措施促进农业产业化发展方面的规模化经营。

Beginning with the definition of agricultural scale operation, the paper gives an empirical analysis of the status quo of agricultural scale operation in Henan Province by using theories about scale economy and real data deriving from agricultural production and industrialization. To deal with the problem of agricultural industrialization, the article advances a number of strategies as follows： establishing agencies to manage land circulation and intermediary agencies to manage land transferring; accelerating urbanization; establishing and improving relevant laws ＆ regulations to enlarge the scale operation of agricultural production; promoting the integrating of agricultural operation and gradually improving distribution mechanisms; improving high - tech contents in agricultural products and expanding the scale of the leading enterprises.
