公共行政学定量方法运势论析--后工业社会的维度

Theory on Evolution of Quantitative Method in PA Study:from the Perspective of Postindustrial Society

尽管公共行政学定量方法曾因摒弃价值理性而深为后行为主义乃至新公共行政所诟病,还是基本上保持了与极力张扬工具理性的工业社会以及官僚制相一致的优势地位。但随着后工业社会的来临,以降低不确定性的不俗本领为标榜的公共行政学定量方法再也难显昔日辉煌,其式微几乎不可避免,其中更为重要的原因还在于公共管理的发展终于推动了价值理性的复苏。

Quantitative method in post PA and even NPM has mainly maintained superiority in accordance with industrial society and bureaucracy which preached instrumental rationality, though criticized by Post Behaviorism and NPA. But postindustrial society has come into a new century. In this new society and its uncertainty, quantitative method can no longer be as valid as usual, and its decline is inevitable. One important reason is that PM is promoting recovery of value rationality.
