In the society of democracy and constitutionalism, the model of governmental administration plays the essential role in constituting a social system. In fact, the course of structuring a democratic nation is the process of gradual progress of the constitutional government, while the course of protecting civil freedom rights from damage or violation is the process of the government by law acting as authority conferred by law. This article collects and goes over the fact on how the government by the rule of law to Western Countries have evolved, and interprets multiple features of the government by constitution-making, and reveals essential implication of the government by law.
