基于RMIF分析框架的资源型城市转型机制研究--以河南省为例

A Research on the Transformation Mechanism of Resources-based Cities Based on RMIF Analysis Framework——Taking Henan Province as an Example

笔者根据河南实际,借鉴资源型城市发展阶段理论,提出了资源型城市转型RMIF分析框架,然后在此分析框架下揭示了河南资源型城市的阶段特征,提出促进资源型城市发展应当建立健全适当的转型机制:(1)资源型城市转型预警机制;(2)替代产品培育机制;(3)资源价格形成机制、通过这些机制的建立能够促进资源型城市主导产业的及时更替和转换使其进入良性发展的轨道。

According to Henan province reality and the development phase theory of resources - based city, the authors propose a RMIF phase analytical framework that we make researches on transformation issues of resources - based city. On the basis of this framework, the authors reveal the phase features of resources - based cities in Henan province, And thus three major mechanisms should be established topromote transformation of resources -based city, first, early warning transformation mechanism of resources- based cities;second, cultivating mechanism of substitute industries; third, formation mechanism of resource price. The establishment of these mechanisms can promote the timely substitution and conversion of the leading industries of resources - based cities, and make them into the healthy development track.
