人口素质是人类历史发展的阶段性表征,其不仅具有强烈的时间特征,同时也具有明确的空间特性.因而,人口素质评价的指标也应同时具有时间特性和空间特性.人口素质对社会发展具有重要的推动意义和支撑作用,而社会的发展又对人口素质提出了新的要求,为人口素质的发展提供了新的动力.以大连作为研究空间,以大连新世纪的发展为研究背景,基于人口素质与城市发展之间相关关系及城市可持续发展对人口素质的要求,研究探讨新时期下人口素质评价的指标体系,从而可为大连市人口素质发展提供有益的建议.

Population quality is the symbolization of a stage of the development of human history, which has characteristics of time and space. Therefore, the indexes of population quality evaluation do in the same way in terms of time and space. Population quality significantly of promotes and supports the development of society, and, in turn, social development presents new requirements for population quality and provides new motives to the development of population quality. According to the space of the city Dalian and the development of the city in the 21st century, this paper makes a research on the population quality evaluation index system in the new age, which may come up with some beneficial proposals for the improvement of population quality fol the city of Dalian.
