生态城市建设中生态承载力保障的法律规制——以大连生态城市建设为例

On the Legal Mechanism of Guaranteeing Ecological Carrying Capacity in the Eco-city Construction——A Case Study of Dalian City's Eco-city Construction

生态城市已成为一种实现人类与自然生态系统良性循环和协调发展的全新城市建设模式,生态承载力是在特定时空条件下生态系统所能承受的人类生产生活活动的阈值。将生态承载力定位在生态城市层面的基础上,以大连为例,分析生态城市建设中面临的生态危机,提出建立城市生态承载力评估制度及城市区划内生态补偿制度,以保障城市生态承载力,从而促进人类、自然和谐共生。

The eco-city is a new city development mode which may achieve the benign cycle and the harmonious development between mankind and natural ecosystem. The ecological carrying capacity is the threshold of the mankind activity which the ecosystem can bear. From the point of eco-city level, this thesis analyzes the ecosystem crisis in the eco-city construction with Dalian City as an example. Then this thesis proposes constituting the evaluating system of the ecological carrying capacity and ecosystem compensation system in the urban district so as to guarantee the ecological carrying capacity and promote the harmony between the mankind and nature.
