This paper discusses the development platform such as.net platform and key technologies such as resource reuse and security.It proposes a novel method that binary data and picture file are employed together to solve the difficult problem that inputting and displaying of formula and picture.Genetic Algorithms is employed to optimize test paper and Digital Watermarking is employed to control the security of test questions.
