The Information Industry Ministry has developed the system of ICP/IP address information on - file administration system, and any non- business internet information service provider can enter into the system of on-file system before starting its website. However, to pre- approval websites still being operated under network, the system is not open to the pre- approval department and the competent department for specialized items, thus affecting the members of their timely internet management and their effective work. To make the best use of the system＇s information resources,we must upgrade the system to an E-government platform that is open to the public and departments of internet management.
