对当前我国高校行政管理现状的思考

Reflection on Actuality of Administration in China's Universities

高校行政管理属于社会公共事务管理范畴,带有政府行政管理的鲜明印痕,同时它又是高校管理系统的中枢。从基础层面上看,它具有阶级统治职能、社会管理职能和社会服务职能,并通过一定的运行机制来实现。其管理对象是教育事务,其目的在于实现教育目标,它具有导向功能、制约功能、调节功能和保障功能。针对目前我国高校行政管理中存在的执行职能残缺、行政权力挤占学术权力、服务职能严重弱化等问题,应通过强化行政执行、提高学术研究地位、适当分散权力、推行问责制等加以解决。

The administration in universities, with obvious government＇s features, belongs to social public administration as well as the centre of the universities＇ management. The administration in universities has the governing, social administration and social service function viewed from the basic level. Its administrating object is educational affairs and its task is to realize the educational goal, thus it has directing, controlling and guaranteeing functions. Aiming at the problems such as lack of executing function, weak academia authority and service function, we should solve these problems by intensifying the administra-tional execution, improving the status of academy, separate the administrational power and pushing obligation system.
