Based on the fact that the university＇ s newspaper is the most influential one among the media released on the campus, the article takes advantage of the theory of agenda arrangement to discuss the functions of cultivating college students by university newspaper. As is said in this article, the university newspaper can play a more efficient role in strengthening the college students＇ ideological and political qualities, promoting humanistic accomplishment and guiding public opinions on the Internet by applying the theory of agenda arrangement.
