World's Oil-and-Gas Resources Patterns and China's Strategic Choices

本文以世界和中国油气资源赋存、分布数据为基础,分析了世界和中国油气资源开发与供需的基本态势和变化趋势,总结了中国利用世界油气资源的背景和基本格局。提出中国的战略选择对策:以和平和协商为主要方式平衡世界能源输出、消费国家和地区的战略关系,全面加强国内油气资源的勘探工作,坚持油气资源利用多元化和来源多元化的原则,全面参与油气资源输出国家和地区的油气资源开发,坚定不移的建立和实施油气资源战略储备,强化利用世界油气资源运输的保障能力建设。

This paper analyzed the general situation and the changing tendency of oil-and-gas resources in terms of exploration and supply and demand in the world and China. The background and general structure of oil-and-gas resource utilization also were summarized. Meanwhile, author pointed out that China and the world have been facing high oil prices for its economic development, although greater potentials of developing the reserved oil-and-gas resources still existed. At the same time, the dependence on oil and gas in China would further rise to the world＇s level in the future. China needs to structure the strategic system for oil-and-gas resources exploitation and utilization. China＇s strategic choices for energy security are： overall opening energy markets and diversifying energy supply channels and improving energy use efficiency; strengthening strategic cooperation with states and regions with rich oil-and-gas resources through peaceful negotiation; enhancing oil-and-gas resources exploration and unshakably implementing the project of strategic petroleum reserve; improving the transport capacity of oil-and-gas resources.
