合作政府：后新公共管理时代英国政府改革模式探析被引量：27

摘要保守党推行的新公共管理所导致的管理碎片化是布莱尔推行合作政府最为重要的原因。合作政府是一个既包含有传统的官僚制又带有现代治理途径色彩的混合政府形式,它既强调中央掌控的、自上而下的政策提供,又注重自下而上的公共服务的供给与地方自治。合作政府最为显著的特色是跨越政府部门边界、融合公共部门、私人部门以及志愿者组织的力量进行合作治理。
