重大科研项目计划管理方法研究

经济、科技体制改革的深入发展必然要求资源投入的优化重组，导致科研计划管理体系的调整，在改革不断深化，重大项目管理体系不断调整的情况下，如何保证重大科研项目高效、优质地完成，正是重大科研项目计划管理系统化、制度化研究的主要目的。现行的重大项目计划管理方法尚不完善，缺乏系统的观点。本文在文献调研和案例研究的基础上，研究了重大科研项目各个阶段管理的特征和相互关系。

The present methodology for R&D program management is short of systematicness and needs successively improving, This paper mainly studies the nature of the each phase of largc R&D projccts and the relation among the phases.Finally a systematic management methodology is advanced.
