国家级科技计划与制度创新

National R&D Program and Institutional Innovation

国家级科技计划是原有科技制度安排的一项创新。本文提出，国家级科技计划的制度创新特征体现在三个部分：激励规则、决策结构和信息结构。由于具有制度创新的内在本质，国家级科技计划不仅能解决原有制度安排下不能解决的问题，而且还能对国家技术创新系统起到建设作用。

National R&D program is an insitutional innovation of original system of science and technology My paperadvances that the necessary elements which embody innovational feature of institution of National R&D program contain stimulation rules,decision making structure and information structure Because it possesses nature of insititutional innovation,national R&D program can not only solve problems which can not be solved by original insitutional arrangement,but also can build nationl technology innovation system,the latter function can enlighten design of our insistution of national R&D program
