和谐社会的构建是一个系统工程,而政府在整个系统诸要素中起主导作用。在构建和谐社会过程中,政府职能理应作相应的调适,更加侧重健全公民参政议政的渠道与程序,扩大公民参与权;落实行政问责制,实现依法行政;强化社会管理和公共服务职能,增强政府对公民服务需求的回应性;提供相关的制度保障,促进实现社会公平、公正等。
