构建黑龙江国有林区“立体式”社会保障体系初探

Discuss on Some Construction of Social Security System of Heilongjiang Timber Industry Region

在分析黑龙江省国有林区社会保障体系现状和存在问题的基础上,综合林区特点,建议建立以依靠国家投入的公益型保障、充分考虑林区的历史和现时贡献以国家投入为主的补偿型保障、地方政府和企业投入为主的再就业扶持计划、以及个人投入为主的自我保障为基点的"立体式"林区社会保障体系。

Based on the analysis of social security problems of Heilongjiang province timber industry region, and characteristics of forestry industries, the paper proposed that we should improve social security system on the basis of the public social security financed by the central government, compensation social security financed mainly by the government on the basis of forest region history and current contributions, support of reemployment program financed mainly by the central government and the local government and self-protection financed by individual to build a sterilized social security system.
