With the incoming of intellectual economy, there is an increasing demand of talent. The quality of students in university where cultivates advancecl talent is directly up to that of college and university teacher. Therefore,aecording to the present conditions of chinese college teacher, we must develop advantages, improve shortcomings, and take effective measures to promote the teacher＇s quality in university highly, which is also taken as key point of development of higher education and should be persisted in.
