Community Governance within Interactive Relationship between State and Societies

重塑城市社区管理体制不仅是国家政权建设的一项重要内容,也是满足公民日益增长的公共服务需求的一项重要改革策略。社区治理结构改革的核心内容在于调整国家与社会的权利、利益格局。从一个典型案例承载的实证经验来看,国家激活和保证社会组织权利的初衷在于实现对社区的全面管理,国家和社会组织在社区治理过程中所建构的合作及其深度取决于社区事务的类别和不同层级政府单位对合作收益的预期。

Reform of urban community governance system is not only an important task of state-building, but also to satisfy the growing civic demands of the people living in city. The core question of community management structure reform lies in adjustment of the rights and interest between state and societies. The experience from a typical case shows that, the main purpose of state to activate social organizations is to achieve the comprehensive management on the community. The characteristic of cooperation between state and societies in the community governance depends on the nature of community affairs and the benefits expected by different levels of government units.
