摘要
"田亮问题"是目前我国专业运动员管理面临的具有代表性的问题。"田亮问题"的本质是运动员人力资本产权分割模糊和运动员人力资本收益分配的矛盾。"田亮问题"不仅是某个运动员与管理部门矛盾的个案,而且是我国竞技体育"计划体制"、"举国体制"下培养起来的所有专业运动员与培养人、投资人之间可能存在的较普遍的经济问题。明确运动员人力资本收益分配制度,制定合理的收入分配规则与模式,并建立适当的保障执行机制,是解决类似于"田亮问题"的根本途径。同时,体育管理部门要建立适当的管理机制,避免因决策的非理性导致各方蒙受损失。
Tianliang Problem is a representative one that management of athletes in China is facing now, whose essence is the vague division of athletes' human capital property rights and the distribution problems of athletes' human capital gains. Tianliang Problem is not a case caused by the contradiction between some athlete and management institutions, but an economic problem, which probably exists among all the athletes, cultivated under Chinese "plan system" and "whole nation system" , and their cultivators or investors. So the basic solutions are to clarify athletes' human capital gains distribution system, formulate reasonable rules and patterns of income distribution, and establish appropriate protection implementation system, Meanwhile, sports management institutions should set up appropriate management system to avoid the parties' losses led by non-rational decision- making,
