建立干部能上能下、充满活力的用人机制,使优秀人才能够脱颖而出,不仅要解决干部选拔任用的机制问题,更需要解决干部的淘汰问题。我们要通过完善考核、合理安置、政策保障以及建立相关的具体制度,疏通干部下的渠道,逐步形成干部淘汰机制。

We not only want to settle the cadre select and appointment mechanism, but also need to solve the problem of cadre elimination.
