摘要
新疆"协饷"是清政府对新疆地区实施的财政政策。在清政府治理新疆的过程中,这种财政政策的实施,整合了国家有限的财税资源,增强了国家援助新疆的财政力度,促进了新疆地区的稳定与发展。这一财政政策在清政府治理新疆的过程中发挥了积极的作用。客观地讲,没有这种财政政策,清政府在新疆的统治是难以维系的。这种财政政策体现了中央财政与地方财政合力援疆的实质,对治理当代新疆有着积极的现实意义。
The financial policy of ‘xie xiang＇ is an important financial policy at the dynasty of Qing .At the course of reigning Xinjiang, this po!icy confirmed the financial resource of the central government and local governments and enforced the aiding ability to Xinjiang.
