Correctly Understanding and Solving the Relationship Between Rural Branches of the CPC and Villagers' Committee

在我国农村村民自治背景下,有相当数量的村党支部和村民委员会仍处于勉强维持合作、不协调的状况。要正确解决两委之间关系不协调的状况,就必须注重任职培训,统一思想认识;理顺党政管理体制,改革乡镇介入方式;健全法律制度,界定两委职责;推广选举创新,提倡交叉任职;创新运行机制,强化监督制约;加强支部建设,提高领导能力。

This article aims to summarize the current situation of the relation between rural Party branch and villagers＇ committee against the background of villagers＇ autonomy in rural areaof China, sum up the four situations of inharmonious relations between rural Party branch and villagers＇ committee, analyze the causes of inharmonious relations, including systematic, mechanic, legal, historical, social causes and the causes of interests and quality, and finally put forward the basic thoughts and specific measures to deal with the relations between rural Party branch and villagers＇ committee.
