我国农村养老保险存在着缺少法律保障、覆盖范围太小、对土地的依存变大及农保资金筹集困难、保值增值渠道较窄等问题。要改变这种现状,就必须遵循城乡统筹、因地制宜、协调发展和循序渐进的原则,在加快立法建设、合理规划养老资金的筹集与运作以及管理体制、制度改革等方面进行创造性的改革。

The rural social endowment insurance in China encounters many problems. For instance, lack of law protection, covering limited areas, increased dependence on land, insufficient fund raising for endowment insurance and so on. In order to improve the situation, it is necessary to expedite legislation, plan the fund raising for the old-age insurance, and carry out management and system reform in the context of urban and rural harmonious development, adaptation to local conditions and progressive development.
