转型经济视角下政府治理及体制性约束

A Study on Governance and System Constraint from the Perspective of Transitional Economy

转型经济研究为分析经济转型与政府治理提供了一个新的理论视角。经济转型与政府治理变革是当代中国经济、政治发展两个基本变量,二者相互作用、互为因果,都受制于转型期中国社会的体制性约束。1978年以来由计划向市场的经济转型既是政府治理变革的后果,又构成后者最根本的驱动力。在经济转型背景下,政府应适时地调整治理理念,协调合法性与合理性、公平与效率的关系,重塑政府与市场、政府与社会的关系,建构有效政府,实现社会和谐、可持续的发展。同时,政府治理也面临一系列体制性约束因素。

Transitional economy study provides a new theoretic perspective for the analysis of economic transformation and governance. Economic transformation and reform of governance, interactive and constrained by the systems of Chinese society, are two basic variables of modern Chinese economy and politics. The transformation from the planned economy to the market economy is both the result and the fundamental drive of governmental transformation. In the background of economic transformation, government should adjust ideas about governance timely, coordinate the relations between legitimacy and rationality, equity and efficiency, remold the relationships between government and market, government and society, construct efficient government, achieve social harmony and sustainable development. At the same time, there are also a set of institutional constraints concerning governance.
