摘要
近现代社会劳动关系的发展历程表明,社会保障立法是劳动关系从矛盾尖锐逐步走向矛盾相对缓和的产物,社会保障制度是建立和维护和谐劳动关系的平衡器。在现代社会,仅仅有社会保障制度,不一定会有和谐的劳动关系,但没有社会保障制度,就一定不会有和谐的劳动关系。
The modern history of labor relation indicates that the social security legislation is the result for labor relation transfer from confrontation to harmony. The social security system is tool to build and maintain a harmonious labor relation. Just a social security system cannot definitely lead to a harmonious labor relation. But, without it, we cannot absolutely maintain a harmonious labor relation.
