The Rise of the Intermediate Forces and Structural Changes in the World Pattern

世界格局正出现一种结构性变化的趋势,即国际体系正由冷战后"一超独大"的霸权型体系加速向"中间势力主导"的多边稳定型体系转化。由数量众多的国家组成、影响和作用与日俱增的中间力量层正在崛起和壮大,推动世界格局日益朝着一种两头小、中间大的新型结构发展从政治上看,中间力量对世界的稳定性作用正日益显现;从经济上看,中间力量特别是新兴市场对世界发展的积极作用同样明显。

A tendency of structural changes is emerging in the world pattern, i.e. the international system is accelerating its transformation from a system of hegemony after the Cold War, in which 'a superpower dominates', to a multilateral, stable system in which 'the intermediate forces dominate'. The intermediate forces, composed of numerous countries whose influence and role have been on the increase, are rising and becoming stronger and pushing the world pattern toward a new structure which is small at both ends and big in the middle. Politically, the stabilizing role of the intermediate forces in the world is more and more apparent while economically, the positive impact of the intermediate forces, in particular the emerging markets, on the development of the world is similarly obvious.
