作为全国城乡统筹综合配套改革试验区的重庆市,在发展中存在着城乡收入和消费差距扩大,城乡就业不平等,城乡教育资源配置不均衡以及城乡居民所享受的社会保障不平等,为此,政府在城乡统筹发展中要发挥主导作用,从城乡规划、户籍制度、就业制度以及教育资源的配置和社会保障方面进行改革,推进城乡统筹发展。
